DESCRIPTION:

WORK HOURS MONDAY THROUGH FRIDAY 8:00 AM TO 5:00 PM

The purpose of this position serves as a senior supervisory professional and technical person involving all phases of City zoning and development review. The individual in this position receives general supervision and policy direction. This position reports to the Department Director.

MAJOR DUTIES:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Supervise administration of and interprets the land development regulations.
  • Supervise the review of proposed and current developments for compliance with the land development code, the comprehensive plan, and decisions made by various City authorities.
  • Recommends standard operating procedures, requirements, and instructions to the  Director that are required to achieve acceptable zoning and development review practices.
  • Attend and participates in conferences, meetings, seminars, and workshops set by the Director.
  • Provide recommendations and reports to the Zoning Board of Adjustment and Appeals for variance and special exception applications. Provide the City Council with recommendations and interpretations regarding zoning or development review issues.
  • Assist with drafting ordinances for land development code updates, resolutions, and other documents for legal and administrative review.
  • Responds to public inquiries for information and complaints; instructs individuals and groups on the nature and requirements of the various City codes.
  • Responsible for answering questions posed by staff, development community, and general public.
  • Supervise review of applications for site plans, subdivision plans, variances, conditional use applications, Business Tax Receipts, and other processes of the Department.
  • Performs related work as assigned.

MINIMUM REQUIREMENTS:

Requires a Bachelor’s Degree in Planning, Public Administration or related field, supplemented by four (4) years of progressively responsible supervisory experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Preference will be given for an active Zoning Inspector Certification with the International Code Council (ICC).

Must possess and maintain a valid state Driver’s License with an approved driving history.

Mathematics:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.

Language Ability:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.   Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Reasoning:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
