The County of Volusia is seeking a Planner I/II, dependent on qualifications, for the Planning and Development Services Division. Volusia County has a robust environmental conservation program, multiple historic, rural, and agricultural communities, as well as 16 cities of varying sizes. This position is located in DeLand, Florida, and will be responsible for implementing the county’s growth management plans, including gathering, analyzing, and presenting technical information to develop public policy and ensure the appropriate development of lands. County planners must apply a range of planning techniques such as conservation of environmentally sensitive lands, protection of agricultural and rural communities, and development of urban infill areas. All candidates applying for this position must have excellent writing, presentation, and analytical skills; the ability to communicate effectively with staff, applicants, and the public. Candidates who possess the American Institute of Certified Planners (AICP) certification are desirable.

Planner I Salary: $46,660.00 – $63,749.00 annually Bachelor’s degree in Planning or related field.

ILLUSTRATIVE DUTIES:

· Interprets aerial photos, maps, legal documents, and archival information needed to assemble planning studies.

· Conducts field inspections.

· Prepares and completes research projects with the supervision of senior staff.

· Reviews and critiques development applications such as building permits, site plans, subdivision layouts, planned unit developments, rezoning, special exceptions, and variances.

· Assists in the drafting of regulations governing the use and development of land.

· Prepares written reports with findings and recommendations graphically and orally to multiple boards, citizens, and agencies.

· Assists other Planners in the preparation of land use plans and other elements of the planning program

· Attends, participates, and assists in the preparation of public workshops, community workshops, and other public outreach programs relating to growth and resource management.

· Actively pursues a furthering of education in the planning field, including training from county staff and professional associations.

Planner II

Salary: $55,421.00 – $75,849.00 annually Master’s degree in Planning or related field; or Bachelor’s degree in Planning or related field and two (2) years progressively responsible work in a public or private land development, zoning, or planning organization.

 

ILLUSTRATIVE DUTIES:

· Performs the duties as described in the Planner I level.

· Analyzes information and data, and makes estimates and projections based on this information.

· Confers with appointed and elected officials and senior staff to define and effect solutions to planning problems.

· Makes recommendations on development applications such as building permits, site plans, subdivision layouts, planned unit developments, rezonings, special exceptions, and variances.

· Prepares studies and formulates land use goals, objectives, and policies of the Comprehensive Plan.

· Provides technical planning assistance to the County Council, Planning and Land Development Regulation Commission, and other various boards.

· Prepares and presents public outreach programs relating to growth and resource management.

· Prepares ordinances and resolutions pertaining to use and development of land with minimum supervision.
