Performs professional work in urban design, zoning, land use and site planning. Performs a variety of program or project planning activities that impact municipal development and include analyzing data and formulating and recommending plans and programs relevant to municipal conditions and needs. Assists the Principal Planner with overseeing the work of the Assistant Planner and the Certificate of Use program. Work is performed under the direction of the Principal Planner and is reviewed through conferences, reports submitted, and results obtained.
Salary Range $ 59,860.53 – $95,776.93
- Develop recommendations for site development plans and proposals to ensure soundness and relevance to municipal needs and plans, and compliance with applicable codes.
- Review and approve building permits and sign permits for zoning compliance.
- Approve certificates of occupancy for site plan compliance.
- Approve Certificate of Use applications for zoning compliance.
- Research codes of other municipalities as directed.
- Answer public inquiries concerning signs, zoning and beautification.
- Answer general day-to-day zoning questions via front counter, phone or email.
- Respond to zoning verification and zoning violation letter request within the Department’s specified timeline.
- Assist with neighborhood meetings as needed.
- Process applications and requests for development orders, including but not limited to site plan applications, plats, abandonments, vacations, rezoning, land use plan amendments, variances, conditional use applications and technical deviations.
- Collect and compile information relative to such planning assignments as land use, community/economic development, growth management, urban design, transportation, housing and zoning.
- Conduct field surveys to take photographs and gather information for site plans; prepare pictorial and graphic presentation to be used for planning proposals.
- Confer with local authorities, civic leaders, and planning and development specialists to provide technical assistance and advise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community uses.
- Develop plans documenting existing conditions, needs, goals, objectives, policies, work programs, implementation strategies, and budgets; revise plans to address changing conditions and needs and to facilitate plan implementation.
- Participate in meetings and public hearings to discuss plans and present the department’s recommendations.
- Assist with special projects as assigned.
- Perform all other related duties as required.
Typical Qualifications
Education and Experience:
Bachelor’s Degree in Urban Planning or related field and at least three (3) years of experience in planning and zoning; or an equivalent combination of education, training and experience.
Preferred Qualifications
Master’s Degree preferred.
American Institute of Certified Planners (AICP) certification preferred

Physical Demands
The physical demands involve crawling, crouching, driving, far acuity, feeling, manual dexterity, handling, hearing, kneeling, lifting, mental acuity, near acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking. May be required to exert up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Work Environment
The worker is subject to inside environmental conditions: protection from weather conditions but not necessarily from temperamental changes (i.e. warehouses, covered loading docks, garages, etc). The worker is subject to outside environmental conditions: no effective protection from the weather. The employee works in a safe and secure work environment that may periodically have unpredicted requirements or demands.
Hours of Work: Monday-Friday, 8:00am-5:00pm (Nights and weekend hours as required)

Note: During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as hurricane, or other emergency situations and are expected to perform emergency service duties as assigned.
